As said in a statement by the Federal Reserve, "financial institutions are obligated to have effective, impartial real estate appraisal and evaluation procedures," and that appraisers performing reviews have to "have the knowledge and expertise to assess compliance with the Federal Reserves appraisal rules and guidelines." Appraisal reviews "have to determine whether the appraisal or evaluation is fitting for the transaction, the uncertainty of the transaction, and whether the process by which the collateral valuation is accomplished guarantees independence and quality," the Federal Reserve says. In addition, they "must signify whether the appraisal or evaluation report is even with the engagement letter, which sets forth the extent of the appraisal assignment." Lastly, the Federal Reserve notes that "some institutions supplement typical reviews with post-funding evaluations of appraisal quality for a few of their higher-risk or higher-value transactions as a channel to help in detecting valuation complications."
